Teacher Promotion Arrears: CAGD’s October Payment Target, November Payroll, and What to Check (2026)
The Controller and Accountant-General’s Department (CAGD) has targeted 16 October 2026 for promotion-related payments to teachers whose records have been verified and cleared. Teachers whose records are cleared after that date are expected to receive their arrears through the November payroll, according to Controller and Accountant-General Kwasi Agyei.
The announcement follows the submission of approximately 52,000 teachers’ promotion records by the Ghana Education Service (GES). Submission does not automatically confirm payment: the documents must first pass verification.
Payment status: This report explains announced targets and commitments. It does not confirm that payments have reached teachers’ accounts.
What CAGD Announced About the October Payment
Speaking on Citi FM’s Eyewitness News on 8 October, Mr Agyei said CAGD was reviewing promotion documents submitted by GES. The checks cover teachers’ new grades, effective promotion dates and the arrears due.
Citi Newsroom’s subsequent report described a supplementary payment process for cleared cases, with records completed after 16 October expected to enter the November salary processing cycle. A supplementary payroll allows payments to be processed outside the usual monthly run.
The announced date should therefore be understood as a payment target for eligible, cleared records — not a guarantee that every promoted teacher will receive money on the same day.
Why Reports Mention Both 52,000 and 51,000 Teachers
The figures come from different announcements.
CAGD’s account refers to approximately 52,000 teachers whose promotion forms had been submitted for verification. Separately, a GNAT statement reported by the Ghana News Agency referred to more than 51,000 promoted teachers expected to receive the appropriate salary placement and arrears by 16 October, subject to validation.
These figures should not be used to calculate how many teachers have been rejected or deferred. The reports reviewed do not establish an exact relationship between the two totals.
For an individual teacher, the relevant question is whether their own promotion documents have been submitted, verified and approved for payment.
October Deadline and November Payroll: What Remains Unclear
Reporting on the agreement that led to the strike suspension gives 31 October as the deadline for payments to remaining promoted staff. However, CAGD’s earlier processing announcement places records cleared after 16 October in the November payroll.
These statements leave an important question unanswered: which outstanding cases fall under the end-of-October commitment, and which will be processed in November?
The reports reviewed do not fully explain that distinction. Teachers should not assume that missing the first payment automatically confirms a November payment, or that every outstanding case will be settled by 31 October.
Further clarification from CAGD, GES or the teacher unions is needed to establish how the deadlines apply to different groups.
Teacher Unions Suspend Strike, but Conditions Remain
GNAT, NAGRAT and PRETAG began their industrial action on 25 September over promotion-related salary arrears, the deprived-area allowance and the renewal of their collective agreement.
Teachers were directed to return to classrooms on 12 October following the suspension of the strike. According to the GNAT statement reported by GNA, the suspension remains conditional on the fulfilment of the assurances given during negotiations.
Returning to work does not mean that every outstanding payment or condition-of-service issue has been resolved.
Allowance Payments Expected Later in the Year
GNA’s account of the GNAT statement also sets out the following expectations:
Allowance | Reported timetable |
|---|---|
Complimentary Digital Support Allowance | Expected by the end of November 2026 |
Cost of Professional Allowance | Expected with December 2026 salaries |
Deprived Area Allowance | Agreed in principle, with provision in the 2027 budget and payments expected to begin in January 2027 |
These are reported commitments, not confirmation that payments have been made. The deprived-area arrangement also requires implementation details.
What Promoted Teachers Can Check Now
Teachers awaiting arrears can prepare for follow-up by checking their documents and payment records:
- Confirm submission: Ask your district education office or payroll officer whether your promotion letter and input form were submitted.
- Check processing status: Request clarification on whether your case is awaiting verification, requires a correction or has been cleared.
- Review your records: Check your bank account and available ePayslips for salary adjustments or arrears entries.
- Keep supporting documents: Retain your promotion letter, effective promotion date, previous payslips and correspondence.
- Follow up on missing payments: If an expected payment does not arrive, contact your district payroll office or union representative with your documents.
An ePayslip can help you review recorded earnings, but it should not be treated as a live tracker of promotion-validation progress. If a payment or entry is unclear, request an explanation from the relevant payroll office.
What Happens Next?
The next milestone is the 16 October payment target. The key questions are whether cleared teachers receive the announced payments and how officials reconcile the end-of-October commitment with November processing for late-cleared records.
Until further confirmation is available, teachers should distinguish between an announced deadline, approval of their own records and money received in their bank account.
